11/26/2007 - Avian and Human Influenza (RA)

NEW - ALive is ready to support Sub-Saharan African countries in conducting Avian Flu

Through the Partnership’s Multi-Donor Trust Fund (MDTF), technical assistance for joint multi-sectoral rapid assessment missions is immediately available to SSA countries at risk for avian influenza. The ultimate objective of rapid assessment is to strengthen the national and regional capacities of SSA in the control of avian influenza and the prevention of a potential human pandemic.

ALive fully supports the World Bank’s Global Program for Avian Influenza Control and Human Pandemic Preparedness and Response (GPAI) and has taken the leadership in its implementation in SSA. Following the GPAI principle and drawing upon the framework adopted during international conferences (Geneva, Beijing, Vienna, Bamako, and Rome) on a viable response to avian and human influenza, ALive will utilize a multi-sectoral approach in the conduct of rapid assessment.  Thus MDTF monies are intended for funding technical experts from lead technical agencies - World Organization for Animal Health (OIE), the Food and Agricultural Organization of the United Nations (FAO), the World Health Organization (WHO), and the African Union/Inter-African Bureau for Animal Resources (IBAR) – to allow multi-sectoral joint assessment of the countries’ capacity needs and gaps to respond to avian influenza.

The ALive Secretariat, in collaboration with ALive’s partners, developed the Guidelines for a Comprehensive Approach for the Rapid Assessment of Avian and Human Influenza in Sub-Saharan Africa, which discuss in detail the objectives, conduct of assessment activities, and expected outputs from field missions, and are consistent with the Bank’s Global Program for Avian Influenza Control and Human Pandemic Preparedness and Response (GPAI). The Secretariat also developed the accompanying Guidelines for Access and Disbursement of Multi-Donor Trust Funds for the Rapid Assessment of Avian and Human Influenza in Sub-Saharan Africa. The first document provides detailed information on AHI rapid assessment activities. The second document contains the instructions, application form, and other required documentation that will enable a country to secure funding for technical assistance from the MDTF of ALive.

Applications for technical assistance should be sent by the responsible ministry on AHI response (the Ministry of Agriculture/Livestock, or the Ministry of Health, or the Ministry of Finance) to the ALive Secretariat at secretariat@alive-online.orgor Francois Le Gall, ALive Program Manager, at flegall1@worldbank.org. For additional information, please contact the ALive Secretariat at secretariat@alive-online.org.
