France has been given mandate by the Executive Committee of African Livestock multi-stakeholders platform (
http://alive-online.org/
) to recruit consultants for the evaluation of its first Triennial Action Plan (TAP1).
ALive objective is to optimize African livestock sector impacts on poverty alleviation and sustainable development, shared economic growth, and achieving the Millennium Development Goals.The partnership provides a venue for sharing information and experiences in developing a strategy for the livestock sector which is in keeping with international commitments (particularly those enshrined in the OECD's 2005 Paris Declaration on Aid Effectiveness).
The Secretariat is hosted at the World Bank in Washington D.C. The main partners of ALive are :
- Caucus of African Institutions: AU-IBAR, ECOWAS, WAEMU, IGAD, SADC, CAEMC
- Caucus of Donors: USAID, BAD, EC, AFD and MAEE
- Caucus of Research and Training Institutions: EISMV, CIRAD, IAH, FARA
The OIE, the FAO are permanent members.
TAP1 activities include:
- Review of the livestock portfolios of the African regional economic communities and donors,
- Drafting of policy notes,
- Creation of a Methodological Guide for the inclusion of the livestock sector in PRSPs,
- Preparation and participation in international avian flu conferences in Vienna, Bamako and New Delhi.
To conduct this evaluation, it is planned to contract with one or more experts.
Consultants will at least combine expertise in evaluation of public policies and relevant references in the following areas: evaluation of multi-stakeholder partnerships at the international level, studies and evaluation of programmes and policies for development cooperation of production and animal health, sustainable development in Africa, knowledge of international institutions and African sector.
All the documents of the evaluation shall be in French and English.
The final report will be submitted to the Executive Committee no later than October, 1 2008.
