RAPID ASSESSMENT MISSIONS WITH REGARD TO AVIAN AND HUMAN INFLUENZA
 
The purpose of the Rapid Assessment mission is to conduct a diagnostic analysis of the status of each country with regard to avian and human influenza (AHI) preparedness and to develop detailed technical recommendations towards strengthening its response plan. These analyses and recommendations will be used to help each country to strengthen or develop their Integrated National Action Program (INAP) that addresses animal health, human health and communications issues, and includes a matrix of detailed activities and required financing for the Program’s implementation.  The INAP and the financial plan would be used to access the international financing windows in accordance with the provisions set out at the meetings in Geneva (November 2005), Beijing (January 2006), Vienna (June 2006) and Bamako (December 2006).  
 
The Rapid Assessment mission team will be comprised of technical experts in the areas of animal health, human health, communications, as well as an Operations Specialist, and a Financial Analyst who will work closely with the national authorities and the donor community in drawing up the INAP on the basis of diagnostics and recommendations issued by the technical experts. The consolidated, consensus-based, and finalized versions of the Guidelines for the Rapid Assessment, the Guidelines for disbursement of ALive funds and the cover for ALive request were developped and disseminated in August 2007 to countries and partner organizations. 
 
ALive is now ready to receive country requests for Rapid Assessment. Each country needs to submit an official request to the ALive Secretariat by filling out appropriate documentation - Support Proposal at the end of document "Guidelines for disbursement of ALive Funds" (see background information and cover note attached below).
